Your telegram 4th December No. 431 Arms for Japanese police Canton. I consider it desirable that you should comply with the request of the Japanese Consul-General,
possible. provided that, in view of/Chinese criticism expected, the arma in question are supplied by private firms and not by Government. I am aŭvised that there is no objection to the proposed transaction on legal grounds, and in all the circumstances the grant of the necessary permission may help to improve relations between the Japanese authorities at Canton and the Government of Hong Kong. Please repeat to Shanghai and Tokyo,
